William Frederick Guman

PLA, ASLA, APA

William Frederick Guman, PLA, ASLA, APA is a former Colorado Springs, CO City Councilman and City Planning Commissioner. Bill was raised on Long Island and graduated from Commack High School (Commack, NY) in 1974.


He is a 1976 graduate of the State University of New York (Farmingdale) and was selected as a landscape-architect-in-training (LAIT) for the Pitkin County Parks Department in Aspen, CO. Bill graduated from Colorado State University (Fort Collins) in 1978, and shortly afterward relocated to Denver and Colorado Springs—his current home.


In 1982 Bill founded William Guman & Associates, Ltd., a professional company for landscape architecture, urban planning, community design, and entitlement ion Colorado Springs. The firm incorporated in 1983 and Bill remains as the company’s president and CEO. Guman is registered and licensed to practice in Colorado.


Guman was appointed by City Council to the City of Colorado Springs Urban Forestry Board ion 1983, where he served for eight years (three years as chairperson). He was appointed by City Council to the City Planning Commission in 1992 and served in that capacity until his election as the District 2 (Northeast Colorado Springs) representative to the Colorado Springs City Council in April 1993. He was re-elected to council in 1997.


During his eight-year tenure as an elected council member, Guman concurrently served as a member to the Colorado Springs Utility Board, Professional Design Review Board, and earned a CML certificate as a graduate of the Colorado Municipal League Elected Leader’s program. He was appointed to the Pikes Peak Regional Building Commission in 1997 and served as its chairperson for two years. Guman was sworn in as Acting Mayor of the City of Colorado Springs in March 2001. His service as an elected representative to the Colorado Springs City Council was ended by term limits in April 2001.
